As a public contracting authority, the Federal Government is responsible for a large number of construction projects. In order to make their implementation more effective in the long term, the Bundesministerium des Innern und für Heimat (BMI) and the Bundesministerium der Verteidigung (BMVg), in coordination with the Bundesanstalt für Immobilienaufgaben (BImA), will introduce the Building Information Modelling (BIM) method for all federal construction projects.

The Geschäftsstelle BIM (GS BIM), which is based at the Amt für Bundesbau Rheinland-Pfalz (ABB), is responsible for this and acts as the representative of the BMI as the client (AG) within the scope of the services put out to tender here. The "Masterplan BIM für Bundesbauten" is currently being developed. The document, which is expected to be published in autumn 2021, will set out a timetable for the three-stage introduction of the BIM method for federal buildings from 2022. The BIM master plan was the basis for the overall measure "Einführungs- und Umsetzungsstrategie BIM für Bundesbauten". Based on this, the following further measures were commissioned: Umsetzungsstrategie und BIM-Handbuch, Wirkbetrieb, Wissenschaftliche Begleitung, Anwenderschulung. The BIM Institute of the University of Wuppertal was commissioned together with the Fraunhofer Institutes IBP and IFF to carry out the "Wissenschaftlichen Begleitung".
